PORTLAND, ORE. (10/13/2015) – According to Portland Police, on Monday October 12, 2015, at 12:55 a.m., North Precinct and Traffic Division officers responded to I-5 northbound, between the on-ramp from westbound I-84 and the Broadway exit, on the report that a tractor-trailer crashed into the center median.

Officers and medical personnel arrived and learned that the crash involved only the tractor-trailer and that the driver was not seriously injured.

Traffic officers learned that the driver, 44-year-old Joel Minh Hung Reynolds of Oklahoma, was driving northbound on I-5 from westbound I-84 when he collided with the center median, crossing it and eventually colliding with the jersey barrier next to the far right lane of southbound I-5.

Due to the location and severity of the crash, I-5 traffic was rerouted to I-405 for several hours, tying up resources from the Portland Police Bureau, Portland Fire & Rescue and the Oregon Department of Transportation.

During the crash investigation, officers developed probable cause to arrest the driver for Driving Under the Influence of Intoxicants (alcohol) and Reckless Driving.

The driver was given citations to appear in court and released to seek medical attention for a hand injury after being processed.

All traffic lanes were reopened at approximately 4:00 a.m. after the truck and trailer were towed from the freeway.

FORT MYERS, Fla. – A former State Attorney’s Office investigator who pleaded no contest for his role in a fatal 2013 hit-and-run will serve three years in prison, a judge ruled late Monday morning.

Charles Lawson, who also received five years probation, was charged with leaving the scene of a crash involving death and driving under the influence.

Lawson hit and killed Michael Sasen on McGregor Boulevard on Christmas Day, then left the scene. He later returned to the crash.

While Lawson did not cause the crash, he admitted to drinking that night and had a strong odor of alcohol, a Florida Highway Patrol trooper testified in court on Friday. Sasen’s DNA was also found on Lawson’s vehicle, the trooper said. ….MORE

ST. PETERSBURG, Fla. ( 10/16/2015) — St. Petersburg Poice report that mayhem broke out as they attempted to investigate a crash when four DUI drivers  showed up. Police say that four separate drivers were arrested for DUI after they tried to drive through a car vs. motorcycle crash scene.

Last night at 11:45 p.m. David Flores-Vega turned his motorcycle in front of a car at 9th Ave North and 66th Street North.

When the car clipped the motorcycle, Flores-Vega was thrown into the windshield and then over the car onto the pavement. The motorcycle then rotated and struck the driver door of the car.

Flores-Vega was wearing a helmet and appeared to have been drinking. He was transported to Bayfront in critical condition but died from his injuries this morning.

While this crash was being investigated an elderly driver, who was not believed to be impaired, struck one of the cruisers that was unoccupied. No one was injured.

Over the course of the investigation, four separate drivers approached the scene impaired. They were arrested for DUI and because they attempted to drive through the scene.

In addition, four other drivers face DUI charges after police say they were impaired as they attempted to drive through the investigation scene: Mechelle Darlene Gould, 28; David Tyler Payne, 23; Benjamin H. Emmons, 22 (also facing a charge of cocaine possession); and Joachim Michael Kohlhase, 49 (also facing a charge of cocaine possession).

halloween-frankOn Halloween, and Every Day, Buzzed Driving Is Drunk Driving
Palm Desert and Rancho Mirage Police Departments Reminds Halloween Partiers Against Drinking and Driving

Palm Desert/Rancho Mirage CA – This Halloween, the Palm Desert and Rancho Mirage Police Departments are reminding Halloween partiers that Buzzed Driving Is Drunk Driving. If your Halloween party involves alcohol then you have to make a plan to get home without getting behind the wheel.

“If you want to stay safe this Halloween then make a plan to get home without driving if you’ve been drinking,” said Sergeant Sherman of the Palm Desert Police Department. “Even one drink impairs judgment, so plan to get home by taxi, ride share, mass transit, or designate a sober driver. Buzzed driving is drunk driving, so think ahead to stay safe.”

Palm Desert and Rancho Mirage PD are deploying extra DUI officers Halloween weekend to supplement routine patrol officers on one of the most deadly nights of the years.  Officers will be looking for the tell-tale signs of alcohol and or drug impairment during each enforcement contact all weekend long, as many will be attending parties where alcohol is served.

According to the National Highway Traffic Safety Administration (NHTSA), 43 percent of all people killed in motor vehicle crashes on Halloween night (6 p.m. October 31st – 5:59 a.m. November 1st) from 2009 to 2013 were in crashes involving a drunk driver. On Halloween night alone 119 people lost their lives over that same period. Children out trick-or-treating and the parents accompanying them are also at risk, as 19 percent of fatal pedestrian crashes on Halloween night (2009-2013) involved drunk drivers.

It is illegal everywhere in America to drive with a blood alcohol concentration (BAC) of .08 or higher. In 2013, 10,076 people were killed in drunk driving crashes with 867 of those in California alone, along with 23,000 others seriously injured. Even if you drive drunk and aren’t killed or seriously injured you could end up paying as much $10,000 for a DUI.

Recent statistics reveal that 30 percent of drivers in fatal crashes had one or more drugs in their systems.  A study of active drivers showed more tested positive for drugs that may impair driving (14 percent) than did for alcohol (7.3 percent).  Of the drugs, marijuana was most prevalent at 7.4 percent, slightly more than alcohol. Everyone should be mindful that if you’re taking medication – whether prescription or over-the-counter – drinking even small amounts of alcohol can greatly intensify the impairment affects.

Law Enforcement emphasizes the preventable nature of drunk driving, reminding everyone that all it takes is a little planning ahead. Designate a sober driver or call a cab. But whatever you do, don’t drink and drive. The California Office of Traffic Safety DDVIP (Designated Driver VIP) mobile app. is now available for free download on iOS and Android devices. Launched last year, the new DDVIP app offers enhanced features, allowing users to “Map a Spot” with their current location to find DDVIP partnering establishments in their area or a “List of Spots” to search all participating bars and restaurants throughout California. Users will be offered free incentives at each bar to celebrate their life saving role.  They can stay up-to-date with the latest from DDVIP and see what other users are saying via its social tab. Also through the app, for those who want to imbibe but also make it a point to plan ahead, users can easily order a sober ride from Uber, Lyft or Curb – all from one screen.

Buzzed Driving Is Drunk Driving, so follow these simple tips to stay safe:

  • Plan a safe way to get home before you attend the party. Alcohol impairs judgment, as well as reaction time. If you’re drunk you’re more likely to choose to drive drunk.
  • Designate a sober driver, take public transportation, a car service, or a call a sober friend or family member to get home.
  • Walking while impaired can be just as dangerous as drunk driving. Designate a sober friend to walk you home.
  • Use your community’s sober ride program, PGA DUI Foundation (760) 340-1500 9:00 P.M. to 2:00 A.M.
  • Report Drunk Drivers – Call 911.
  • If you see someone you think is about to drive while impaired, take their keys and help them get home safely.

Virginia: Charles Fife held on manslaughter DUI charges after killing Kevin Harrah

Charles Fife had plenty of DUI practice before killing Kevin Harrah

From NBC 4 Washington:

A newlywed Virginia man driving home from work last month was killed in a crash with a man who lost his license because of a drunken driving conviction earlier this year.

Kevin Harrah, 27, who married 24-year-old Amanda Sharpe just more than a year ago, had just closed a Pizza Hut in Stafford the night of Sept. 16 when his car was struck from behind by 59-year-old Charles R. Fife on Route 1 near Manning Drive, police said. Fife was intoxicated, according to police.

When Fife lost his license earlier this year, he requested and was given restricted driving privileges.

Stafford County Commonwealth’s Attorney Eric Olsen charged Fife with involuntary manslaughter at first but recently increased the charge to aggravated manslaughter.

“We determined speed was a significant factor,” Olsen said. “He hadn’t applied the brakes before the accident. He was driving on a suspended license because of a prior DWI. And he should have had an ignition interlock in the car, which would have kept him from driving if he had any alcohol.”

A Virginia State Police trooper learned Fife may have been sending and receiving text messages around the time of the crash and got a search warrant for Fife’s phone.

If convicted of aggravated manslaughter, Fife faces the possibility of 20 years in prison.

Obituary of Kevin Daniel Harrah, 27, of Fredericksburg was taken from us, well before his time, on Wednesday, Sept. 16, 2015.

There are no words to describe how many lives Kevin touched with his kind heart and radiant smile. Kevin never met anyone who was not eventually a friend. Kevin loved cars, from detailing to helping lead his car club, Quantico SRT. Kevin worked hard at both work and play, and had love and passion for both. He will be missed by all.

Kevin touched many lives and will be missed by all those with whom he came into contact. These include his wife, Amanda; his parents, Danny and Retha Harrah; his brother, Randy; grandmother Neoma Powers; grandfather CC Ogden; Aunt Lula and Uncle Marshall Naylor; and extended family from California to Virginia.

Donations in Kevin’s memory may be made in person or over the phone to “Kevin Harrah’s Memorial Fund”, an account at Wells Fargo. No additional account information is required

From the Facebook page of Stafford County Commonwealth Attorney Eric Olsen:

As your Commonwealth’s Attorney, I have taken a firm stance against drunk driving in Stafford County. Unlike some other jurisdictions I am aware of (other localities in Virginia, Maryland, DC, for example), the Stafford Commonwealth’s Attorney’s Office refuses the practice of routinely reducing drunk driving charges to reckless driving. We take these cases seriously and prosecute drunk driving cases aggressively. I insist on it. I believe that drunk driving is an important safety issue for our community and for all Virginians. Just look at the statistics above (taken from MADD website). Driving under the influence cannot be tolerated and as long as I am your Commonwealth’s Attorney it won’t be tolerated in Stafford County.

Charles William Landrum, 50, now faces a term of 10 to 30 years East Baton Rouge Parish 5th DWI

From The Advocate:

Charles William Landrum, 50, now faces a term of 10 to 30 years in prison when state District Judge Mike Erwin sentences him March 16.

An East Baton Rouge Parish jury of seven women and five men deliberated less than 30 minutes before unanimously finding Landrum guilty.

Prosecutor Michelle Lacoste had told the jury he is someone “who has endangered our streets again and again and again.”

“This is serious,” she added. “DWIs affect everyone.”

Landrum had two prior DWI convictions in 1999 in Slidell, one in 2000 in St. Tammany Parish and another in 2007 in Caddo Parish.

He was still on probation for the 2007 conviction when he was arrested July 13, 2012, for DWI in East Baton Rouge Parish.

His blood-alcohol level was 0.124 percent about two hours after he was arrested. A reading of 0.08 percent is considered presumptive evidence of drunken driving in Louisiana.

Landrum testified Tuesday against the advice of his court-appointed attorney, Susan Hebert, that he had consumed several beers after work that day, then ate and went to sleep before leaving his Hooper Road house about 11:30 p.m. and driving to the Circle K at 13435 Hooper Road to buy gas and use an ATM there. ....MORE

PASADENA, MD. — When that old Big Mac Attack strikes it’s a good idea to remove the keys from your ignition.

Anne Arundel County Police report that on October 22, 2015 at approximately 6:30 pm, an officer observed a white truck traveling at a high rate of speed in the area of Ft. Smallwood Road and Bar Harbor Road.

The officer made a traffic stop on the truck and contacted the driver, who police identified as Victor Clifford Stevens, 21, of 121 Edelton Ave., Severn, Md.

Police say that at the same time the traffic stop of Stevens was occurring, a victim contacted police stating that his truck was just stolen.

Police say that their investigation revealed that the victim parked his truck at the McDonalds on Ft. Smallwood Road leaving his keys inside the vehicle. When he returned his truck was missing.  Police say that Stevens had struck a mailbox and was extremely intoxicated.   Stevens was arrested Anne Arundel Police Officer Panowicz and charged with DWI, Auto Theft, and numerous other traffic charges.

Stevens faces trial on Dec. 21, 2015 in Annapolis Criminal Traffic Court.

A bond of $3,000 was posted for Stevens to bail him out of jail.
