Two Maryland State Troopers Struck By DUI Driver In Charles Co. – 37 Troopers Struck This Year While Stopped

(WALDORF, MD) – Two Maryland state troopers at the scene of a traffic crash in Charles County were struck by an impaired driver passing the scene, bringing to 37 the number of troopers hit while on traffic stops, crash scenes, or in construction zones this year.

The driver is identified as Ruth A. Runyan, 75, of La Plata, Md.  She was charged with driving under the influence, driving while impaired, negligent driving, failure to change lanes for an emergency vehicle, and failure to obey designated lane directions.  An ambulance was called to the scene to evaluate her for any injuries, but she refused treatment.

The troopers are identified as Trooper First Class Thomas Davis and Trooper Matthew Milich, both of whom are assigned to the La Plata Barrack.  Neither trooper was injured in the crash.

Shortly before 7:00 p.m. yesterday, both troopers were on the scene of a traffic crash on northbound Rt. 301, south of Smallwood Drive.  The troopers had their marked patrol cars parked behind each other in the slow lane of Rt. 301, protecting the crash scene ahead of them.  Both patrol cars had their emergency lights activated and traffic was being diverted to the lanes on the left of the scene.

Both troopers were seated in the same patrol car when a 2007 Mazda MX-5 northbound on Rt. 301 struck the unoccupied patrol car and then spun into the patrol car ahead of it, where the two troopers were seated.  The first patrol car struck sustained disabling damage and the second sustained superficial damage.

The driver of the Mazda was identified as Runyan.  Troopers detected signs of possible impairment and conducted an investigation.  Their investigation led them to arrest Runyan for driving while impaired.

A tow truck was called to transport the Mazda from the scene.  When the tow truck arrived, troopers and deputies detected signs of that driver’s possible impairment.  Further investigation led to the arrest of the tow truck driver by deputies from the Charles County Sheriff’s Office.

In addition to 37 state troopers being struck while on the side of Maryland roads this year, another 20 State Police patrol cars have been hit, fortunately, while the trooper was outside the vehicle.  There is a clear purpose behind Maryland’s move over law.  The purpose is to save the lives of our police officers, our emergency services workers, and our tow service operators.

The move over law requires drivers approaching from the rear an emergency vehicle or tow service vehicle using visual signals while stopped on a highway to, if possible, make a lane change into an available lane not immediately adjacent to the emergency or tow vehicle.  This movement should only be done if another lane in the same direction is available and the move can be made safely and without impeding other traffic.

If moving to another lane away from the stopped emergency vehicle is not possible, the law requires drivers to slow to a reasonable and prudent speed that is safe for existing weather, road, and vehicular or pedestrian traffic conditions.

Violating the move over law can result in a fine of $110 and one point.  If the violation contributes to a traffic crash, the fine is $150 and three points.  If the violation contributes to a traffic crash resulting in death or serious injury, the fine is $750 and three points, in addition to the devastating personal tragedies a crash like that will cause.

Washington: State Patrol Arrested Stephen T. Brant for DUI drugs After Multiple Vehicle Hit and Run on I-5

King County:  The Washington State Patrol reports that at approximately 4:52 pm on December 7, 2016, the Washington State Patrol received reports that a vehicle traveling NB I-5 north of Michigan St. was driving erratically and striking other vehicles.  The vehicle then exited to Columbian way after which it turned around and proceeded the wrong way down the ramp from the West Seattle Freeway to Columbian Way.  While traveling the wrong way, the vehicle struck two more vehicles after which the driver fled the scene on foot. At this point the vehicle has struck at least 6 vehicles.

Numerous calls from citizens provided a great description and possible sightings of where the suspect may be running.  The suspect then entered a business on Airport Way and locked the door at which time the employee of the business told him to leave.  The suspect left and sat near the front of the business behaving erratically.

Police say that the suspect then entered traffic on Airport Way and jumped on top of a vehicle and as the vehicle pulled to the side, the suspect slid off, breaking the side mirror.  The suspect then forcibly opened the door of another vehicle and struggled with the driver.  The driver took his keys and was assisted by another citizen to remove the suspect from the vehicle.

At approximately 5:23pm, the Seattle Police Department advised that they believed they had the suspect from the Hit and Run detained at Airport Way and Horton Ave and requested the WSP to contact.  Trooper Scott Madden arrived at 5:32pm and took the suspect into custody, advising that he matched the description of the driver of the Hit and Run vehicle.

At 6:50pm the suspect was transported to Harborview Medical Center followed by Trooper Madden.  Through observations, admissions and other factors the suspect was placed into custody for DUI-Drugs.  The suspect was identified as Stephen T. Brant of Greenbank, Washington.  It was also determined that Brant was arrested and booked into the Island County Jail shortly after midnight on December 6, 2016.

Trooper Madden applied for and obtained a search warrant for blood from Brant and blood was taken into evidence for testing.  Brant was booked into the King County Jail at approximately 1:42 am on multiple charges after being medically cleared by Harborview.

From Gainesville Times

A Gainesville teen died this morning and three others remain in critical condition following a wreck with a man accused of driving under the influence of drugs.

Jonathan Flanagan, 22, of Dahlonega was driving north on Thompson Bridge Road/Ga. 60 near Price Road when he crossed the center line and struck a car carrying a woman and three teens about 9:25 p.m. Tuesday, according to the Georgia State Patrol.

Cpl. Jonathan Munger reported Flanagan was driving too fast for conditions. He could not confirm which drugs Flanagan was under the influence of until a chemical test is performed.

Flanagan consented to a blood test, and the results will return in 30 to 45 days, Munger said.

Connecticut: Norwalk Police arrested Brandon Dupee for DUI just hours before he killed self and sis in crash

Norwalk Police Department patrol car

From Hartford Courant

Hours after Brandon Dupee was arrested for driving under the influence, police say he was back behind the wheel.

Brandon Dupee was charged with DUI hours before fatal crash in Conn 121616

When Fairfield officers found Dupee, 33, and his sister Lindsay, 31, just before 1:30 a.m. Wednesday, they were in a black Honda Accord that had slammed into a tree near Sunfield Lane, police said. The crash killed the siblings and police said Brandon was driving.

Dupee, who once split a $1 million lottery prize, was stopped by Norwalk police officers hours earlier on Tuesday night when police noticed he was in no shape to drive, officials said.

Dupee’s driving had caught the attention of a Maine police chief, part of a convoy driving in Norwalk for the military tribute Wreaths Across America, Norwalk Sgt. Sofia Gulino said.

The chief flagged down a state trooper, who spoke to Dupee about 7:15 p.m., smelling marijuana as they talked, Gulino said.

A Norwalk officer called to the scene reported back that Dupee’s eyes were glassy, and his speech was slow and labored.

“He seemed confused,” Gulino told the Courant Thursday.

Police gave Dupee a field sobriety test which Dupee “could not perform to standard,” Gulino said.

With the help of a city police dog, officers found marijuana in the center console, police said. He was arrested and his 2013 Nissan Maxima was towed from the area.

He was taken to the Norwalk Police Department about 8 p.m., where his license was seized, police said. He was charged with driving under the influence and possession of less than 4 ounces of marijuana.

By about 12:30 a.m. Wednesday, a bail bondsman had arrived to help Dupee post the $500 bond. Gulino said she does not know where he went after leaving police headquarters or how he ended up behind the wheel of the other car.

Officials removed the bodies of Brandon and Lindsay Dupee from the crashed vehicle Wednesday morning. Autopsies conducted by the state medical examiner’s office showed the siblings died from blunt force trauma.   MORE

Billy Joe Williamson II DUI fleeing from Nevada trooper 112916 Washoe County Jail

Nevada Highway Patrol reports that on Monday, November 28, 2016, at approximately 3:25 p.m., while patrolling northbound IR580 south of Mt Rose Highway, a Nevada State Trooper made a traffic stop on a green Hyundai Elantra for speed (80 mph in a posted 70mph zone). Once stopped, the Trooper approached the vehicle. Upon approach of the vehicle, the white male adult driver of the Hyundai fled the traffic stop by driving away.

The Trooper returned to his vehicle and caught up to the Hyundai that was now traveling at speeds of approximately 100 mph northbound on IR580. The Hyundai attempted to take the northbound IR580 Mt. St. John’s County Sheriff arrest booking photo of Diane Wrigley.

Wrigley was arrested for DUI after she arrived to pick up her grandchildren from school and appeared intoxicated. When a deputy appeared, she told the officer she could not be arrested because she wasn’t driving.

From Fox 30 Action News Jacksonville:

A St. Johns County woman was jailed on DUI charges after a concerned church member called police on her as she arrived to pick up her grandkids, a police report said.

The St. Johns County Sheriff’s Office said Dianne Wrigley, 48, was confrontational and called the arresting deputy a “[expletive] a-hole” when he tried to question her. Wrigley told deputies she had been drinking at a work Christmas party and couldn’t be arrested because she wasn’t driving, the report said.

The incident happened on Dec. 14 at the Anastatsia Baptist Church on A1A while Wrigley was sitting in her 1992 Buick, authorities said.

Wrigley took two breath tests; on one test, she blew a 0.148 — nearly twice the legal limit in Florida — and a 0.137 on the second. She tried to do a field sobriety test but thought that she was required to count to 10,000, and that was too much for “an old woman to do,” the report said.

Wrigley was angry when asked by deputies not to smoke a cigarette before her field sobriety test, deputies said.

A female deputy was called to the scene to assist, but Wrigley was verbally abusive to that deputy as well, the St. Johns County Sheriff’s Office said.

Wrigley was released on $2,500 bond after spending the night in jail.

Raymond Police revived junkie overdosed on heroin on roadside; charge him with DUI

RAYMOND, NH (December 16, 2016): Raymond Police deployed NARCAN at a recent overdose call.

On December 16, 2016, at about 4:49 AM officers responded to Chester Road for a report of a car off the road. Arriving officers located the vehicle off the roadway and observed an unresponsive male subject slouched over in the driver’s seat. Officers gained entry into the vehicle by breaking a window, removed the male subject and began chest compression’s and deployed NARCAN in an attempt to revive him.

Shortly after deploying the NARCAN the subject regained consciousness and was transported to the Exeter Hospital.  The person was subsequently charged with Driving Under the Influence of Drugs and is scheduled to appear at the Candia Circuit Court on February 6, 2017, for arraignment.  The driver was not identified by Raymond Police, unlike those DUI drivers who overdose on alcohol.

In an effort to preserve lives and reduce overdose related deaths all officers of the Raymond Police Department are trained and certified in the administering of Narcan. Each officer carries it with them while on patrol.

A GoFundMe account has been established by Mr. Jefferson’s family, to help with funeral expenses.

My daddy, Alonza Jefferson Jr., was taken from us suddenly and unexpectedly in a tragic car accident cause by a drunk driver. I lieu of this, my family is having financial needs that can’t be met on our own regarding his funeral and memorial services. A new policy at the funeral home my daddy wanted to be taken to requires payment upfront before taking on services. We were not expecting this and now have to graciously and thankfully ask for any and all help that anyone may be able to offer. My family is hurting, we lost our backbone of the family, he was our glue and led our family so strongly and with so much pride. We want to give my dad a beautiful service and fulfill his wishes for this unfortunate event in our lives. I ask that if you can, any donation is so greatly appreciated and helps my family tremendously. We love my daddy so much and we know he is happy and safe and at home with our Heavenly Father. Thank you all so much for your love and support during this time. We love each and every one of you.
